(3) refuses, or without lawful excuse neglects, to produce and, if required, to deliver into the custody of such officer as aforesaid any document which such person should or may be required under this Proclamation to produce or deliver up;

shall be guilty of a misdemeanor and on conviction shall be liable to imprisonment for a term not exceeding three years or to a fine not exceeding one thousand dollars or to both such imprisonment and fine.

10. Nothing in this Proclamation shall be construed as implying any acknowledgment of the title or interest of any conferred by person to or in any premises, or of the right of any person Proclamation. to compensation for any damage sustaines by any premises, or

of the liability of the Crown or the Government of the Colony to make good or pay compensation for any such damage.

Saving of rights and powers of the Crown.

11. Nothing in this Proclamation shall be construed as derogating in any way from the rights or powers of the Crown.
